Hung Yen P&T

Hung Yen P&T was founded in July of 1997 after being spun-off from Hai Duong P&T. Initially, Hung Yen P&T found itself fraught with seemingly too many challenges. Specifically, its infrastructure and asset base was poor and backward, consisting of the relatively small number of 15 remote line units (RLUs) and independent exchanges connecting with the Hai Duong host exchange. The entire province accommodated 33 post stations and 5,350 telephones.

But then came the wholehearted support of provincial authorities, particularly leaders of the P&T sector. Hung Yen P&T was then able to financially support upgrading its asset base and speeding up the development of its P&T network. By the end of 2000, telephones in the province had tripled to 16,250 with a density of 1.5 telephones/100 residents, compared with 0.48 sets/100 residents in 1997. Hung Yen P&T now has at its service a modern switching system with a capacity of 19,976 lines, including a host exchange in the town and 25 RLUs in various districts, 44 post stations and 91 village post office and cultural places.

Today's success can be explained. One can largely attribute it to Hung Yen P&T's intensive investment in human resource development, particularly a business co-operation contract (BCC) in telecommunications development with Korea Telecom (KT). In the first eight months of 1999 alone, the BCC generated revenues of VND14.1 billion and VND25.2 billion in 2000.

Not standing on past achievements, Hung Yen P&T director, Nguyen Van Binh, said: "In the forthcoming years, Hung Yen P&T is set to achieve sustainable development with an average growth of 10-13 percent a year and maintain its position as a supplier of major P&T services in the locality. The crux of the problem is to perform market research efficiently and effectively to clearly identify customer needs, and on that basis set forth a well-conceived development strategy."
