- Organizing, building, operating and managing the local posts and telecommunications network to do business and perform public utilities services in accordance with development plans and directions of the Vietnam Posts and Telecommunications Corporation (VNPT); ensuring smooth communications serving the instruction of Party bodies and authorities of all levels, as well as communications demands of the socio-economic life of all branches and people in the province and elsewhere as regulated by VNPT to facilitate the completion of assigned plan.
- Designing subscriber networks, conducting communications facility installation and construction projects, trading in postal and telecommunications supplies and equipment and other items within the legal framework and serving VNPT assignments.

Development directions:
As the entire country is now in the process of industrialization and modernization, and to fall within the general development strategy of the P&T sector, Soc Trang P&T has always been trying to enhance its posts and telecommunications technical infrastructure in the direction of modernizing and diversifying services to better meet increasingly challenging demands in terms of both quality and quantity regarding information exchange and to generate high economic return at the same time. Specifically:
- In terms of postal services: maintaining and expanding existing services while new services offered; broadening the network of post offices and post agents with an aim of 81/81 communes in the entire province having post offices by the year 2000, reducing the present service radius of 4.69km to 3.54km and ensuring one post office available to 16,500 people.
- In terms of telecommunications: Building additional support networks, computerizing all network operations and management. Trying to add 6,900 new telephones to the existing number by 1999-2000, reaching a total of 21,740, representing an average annual growth rate of 21 percent; these are respectively 23,000, 44,740 and 15.53 percent in 2000-2005. The expected teledensity in 2000 is 1.63 sets/100 inhabitants which is to rise to 3.07 in 2005.
