2.Functions and Responsibilities :
To organize, develop, manage and operate the city_s Posts and Telecommunications network for the sake of both business interest and public services as per the development plan assigned by the Viet Nam Posts and Telecommunications Corporation.
To ensure smooth flow of information and communications catering the leadership of the Party and Government offices at all levels and to meet the communication demands in the social and economic life of different sectors and people in the province and elsewhere as per VNPT_s regulations
To provide consultant service, conduct surveys, technical designing and installation in the Posts and Telecommunications business
To do business on equipment and materials specially used in the post and telecom sector and other registered fields permitted by the law as well as other tasks entrusted the Vietnam Posts and Telecommunications Corporation.

Ba Ria-Vung Tau is situated on the Southern gateway of the country, is 125 km away from Ho Chi Minh City in the Southeast. The total area is 2.047 sq.km. It borders Dong Nai province to the North, Binh Thuan province to the East, Ho Chi Minh City - West, South and Southeast - South China Sea. There have been above 100,000 sq.km continental corridor, of which 200 km is sea coast and Con Son archipelago. Ba Ria-Vung Tau has 7 administrative units : Vung Tau city, Ba Ria town and 5 districts (Long Dat, Xuyen Moc, Chau Duc, Tan Thanh, Con Dao). Although Baria-Vung Tau is a not big city in terms of the area and the population (Population: 719,003 residents) but there is a great economical potentiality, especially in the field of fuel and gas industry as well as tourists services. There have been 1,964 km transportation road, including 300 km alsphalt and concrete asphalt road. There are 3 main national highways 51A, 55, 56 running through the province.
Maritime transport. Ba Ria- Vung Tau has got advantages in maritime transport to the Inland and overseas cities. There are 6 sea-ports, among them are 2 international ports. Apart from land, sea and river transport, the air transport in Baria-Vung Tau plays very important role.
Ba Ria-Vung Tau is situated in the Southern economic pivotal areas, which is dynamically developing with good prospects, having a variety of maritime economic potentialities and has got the national spearhead industry. Baria-Vung Tau has the oppotunity to hasten the rate of growth in different fields, attracting a lot of foreign investment projects.
