Broardband goals should be neutral in technology

In the Project “ Bringing Vietnam soon to be the powerful ICT country” has been approved by the Government Prime Minister consists of the following targets : by the year 2015, Vietnam will basically complete broadband network installation to every commune; Internet connection to all schools; 20-30% of the households having PC and broadband Internet access. Targeting to the year 2020, 50-60% of the households having PC and broadband Internet; of which 25-30% are fiber cable broadband access.

 


In the broadband development strategy, VNPT will invest USD 1 billion for fiber cable installation to every communes. Whereas, Viettel implemented the broadband strategy by using 3G technology. This provider is expecting 80% of 3G capacity will be spent for laptop and desktop. By doing this, Viettel wants to change 3G to “mobile ADSL”. Now, it intends to raise the number of BTS to 27,000 by the Q1/2011.

 


Viewing these goals, Mr. Tran Ba Thai – Vice President of Vietnam Internet Association noted that for implementation these development targets, it’s required not only the broadband solutions or management agency’s efforts, but also the combination.


In IT- Internet sector, the technology changes year by year, so that if we outline too long technology targets, it’s difficult for us to manage the capability of implementation. Before, Internet only by dial up, and after that when ADSL technology appeared has caused the booming of Internet users. However, the first signal of ADSL at the twilight, it’s forming the new broadband market, but just immature.


This new broadband market may be partial in wireless broadband and partial in fiber cable, so it can not forecast what will be the technology for broadband  in 5 years to come : fiber cable, 3G, 4G, Wimax, satellite…


In term of terminal, we may see the strange equipment which is the hybrid between telephone and PC, and we do not know that this kind of strange equipment will become more popular in the future. So that, in the project we should not mention about the terminal are telephone, PC or TV as of we can  not guess the technology trend. That’s the reason why our technology infrastructure, targets and broadband Internet development policy should be neutral in technology.
