Recently in Hanoi, within the framework of the Conference reviewing one year of implementation of the “Triple Helix” linkage model (Three Stakeholders: the State – Educational Institutions/Scientists – Enterprises) in accordance with the Politburo’s Resolution No. 57, VNPT and CT Group signed a cooperation agreement focusing on digital infrastructure, connectivity, data, and operational platforms.

Resolution No. 57 of the Politburo sets out a clear requirement: science and technology, innovation, and digital transformation must truly become direct drivers of economic growth, rather than remaining mere slogans or fragmented pilot initiatives. Achieving this objective necessitates the adoption of new cooperation models that go beyond traditional approaches.

The “Triple Helix” model, where the State establishes enabling institutions, scientists lead in knowledge and technology, and enterprises organize implementation, commercialization, and scaling, has been consistently pursued by CT Group in alignment with the spirit of Resolution No. 57 over the past year and has begun to deliver tangible initial results.

The signing ceremony between CT Group and multiple partners, including VNPT, is regarded as a strong affirmation of the commitment to further accelerating coordination among the three stakeholders in the coming period.

The strategic partnership between VNPT and CT Group holds significant importance in the context of Viet Nam’s ongoing efforts to promote science and technology development, innovation, and digital transformation as new engines of economic growth. Digital infrastructure has become one of the key pillars of national infrastructure. However, digital infrastructure is no longer confined to traditional telecommunications networks; it is increasingly expanding into new development domains where digital technologies are closely integrated with physical space, frontier economic activities, and, notably, low-altitude airspace.

VNPT clearly defines a pioneering role in the construction and operation of national digital infrastructure – from broadband telecommunications networks, 5G, and future generations, to cloud computing, data, artificial intelligence, IoT, and digital platforms serving governance, production, and social life. VNPT not only provides connectivity but also aims to build reliable, secure, and scalable digital platforms that serve as a foundation for emerging economic models.

Meanwhile, CT Group has consistently taken the lead in investing in high technologies, new industries, smart cities, and economic models associated with frontier spaces and low-altitude technologies. These are precisely the sectors that require a close integration between robust digital infrastructure and strong capabilities in practical application deployment.

Accordingly, the two parties have agreed to leverage VNPT’s technological strengths and CT Group’s experience in real estate management to optimize infrastructure services. Specifically, VNPT will focus on providing digital infrastructure, connectivity, data, and operational platforms, while CT Group will develop applications, products, and technology ecosystems.

The two sides will promote the application of advanced technologies in logistics operations, smart urban development, and other fields, jointly opening up new growth spaces and making substantive contributions to the development of the digital economy and the enhancement of national competitiveness.

VNPT is committed to long-term partnership with CT Group, cooperating in a spirit of substance, effectiveness, and sustainability, for the development of the enterprises themselves, Viet Nam’s technology sector, and the country as a whole.

This cooperation is further enhanced in significance as CT Group has recently announced the launch of two major new projects: the largest UAV complex in ASEAN and the largest near-sea spatial economic center in ASEAN.
